Allowing children to have pets at home would train them to have a sense of responsibility. Try it.

My daughter and granddaughter don't have pets of their own, but they dog sit for a friend. Young Eryn loves having Ted to stay and takes his care very seriously. And my daughter says she has more energy when she has to go out for walks several times a day.
